HS: restore hs-id= after merge (compiler dispatch + runtime def)

Lost when resolving E37 reformat conflicts — re-added:
- hs-id= function in runtime.sx (JS === for elements, = for scalars)
- hs-id= dispatch in compiler.sx (after = clause)
Parser already uses hs-id= for != operator (unchanged).
