Add self-hosting bootstrapper plan: py.sx design document
Plan for py.sx — an SX-to-Python translator written in SX that replaces bootstrap_py.py. Covers translation rules, statement vs expression modes, mutation/cell variables, five implementation phases, fixed-point verification, and implications for multi-host bootstrapping.
