feat: initialize cart app with blueprints, templates, and CI

Extract cart, order, and orders blueprints with their service layer,
templates, Dockerfile (APP_MODULE=app:app, IMAGE=cart), entrypoint,
and Gitea CI workflow from the coop monolith.
